Kashmir update

The past 12 months has been a period of relative calm in Kashmir, without resumption of the kind of unrest that was witnessed in 2012. However, this peace is fragile and while India and Pakistan have taken significant steps toward normalising their relations since 2003, any kind of deal over Kashmir remains elusive. Many elements of a solution are in place, but progress is being hampered by a lack of trust between the two nations, worsened by the 2008 Mumbai bombings carried out by the Pakistani armed militant group Lashkar-e-Taiba. The latest House of Commons briefing on Kashmir argues that in the run up to elections in both countries, it would be too politically difficult for either side to make any meaningful concessions.
However there have been some improvements in the situation on the Indian side of the border since the latest outbreak of violence in Indian Kashmir in 2010. The authors of the House of Commons briefing argue that India has since been more willing to listen to the grievances of ordinary people, pointing to the high level panel set up by Manmohan Singh to begin a process of dialogue with Kashmiris. The panel's first report, published in May 2012, recommended introducing extensive autonomy for Kashmir, including the creation of regional councils. Disappointingly, however, the controversial Armed Forces (Special Powers) Act, which gives the Indian Army arbitrary powers and near immunity from prosecution, remains in place
